This is Cesar Duarte, the former governor of Chihuahua, who is wanted for a myriad of crimes back home in Mexico. He’s currently in Florida... but not for long.
During Lopez Obrador’s first foreign trip, Duarte was captured by the US, with the intention of extraditing him to Mexico.
It reminds me of when El Chapo Guzman, who was extradited on Obama’s last day in office after months of deliberation. Either as a thank you to Obama as a partner, or as a warning for Trump that Mexico is a powerful ally if treated correctly.
